The second bank (10-16, 9 is skipped to make room for the dispenser that launches the round) changes altitude. So, the left bank of dispensers (1-8) controls range. With more, it flies much higher and generally air-bursts. With 8 TNT as propellant, the actual round fired follows a rather flat trajectory. I don't completely understand *why* TNT behaves the way it does, but it's properties can be a little weird. Water flows 8 blocks, so that's how the TNT is carried to the front of the cannon. You can control how much power a TNT cannon has by controlling how much propellant is used. (#spoiler) = neat!
